I followed the instructions on brewing test e for the 20 ml conversion. After brewing and putting in my vials I only got about 18, is there something I did wrong?

Did you make sure to purge the filter when you were finished using the 2mL of oil you're supposed to set aside? This is done to make sure all the hormone leaves the filter and goes into the vial. If you didn't, that explains the 10% loss during the conversion.
If you did purge the filter, don't worry--a couple mL loss is common and to be expected. It is almost impossible to get every last bit of solution into the vials, so don't worry. You did fine. I usually brew 100mL at a time, because that is how much a whatman can filter (don't want to waste filters) and since I usually lose a couple of mL of solution, the % loss when brewing higher amounts is less.
Anyway, your situation is normal.
