So I am 12 weeks into my cycle of 600 test/wk 600Eq/wk. havent been running hcg but thinking I should now. Can I start it this late? and if I do what should the protocol be?

Not sure of your cycling history. Probably best to use old school pct protocal

If it's near the end of the cycle I would wait to run it just after your last test shot - run it for two weeks before start of PCT. Although you'll find contradicting views on this
