When I am drawing into the syringe, do the numbers on the syringe (eg. 10.. 20) already factor in the fluid in the syringe, or is there something I have to do about that.

just expel the air and where ever the bottom of the black plunger is denotes the where you read the graduations on the syringe.

You do not have to factor the fluid in the tip. If you pull to the 1cc mark, you have1cc. It sounds like you might be talking about insulin pins? Insulin pins dont have any extra space in the tip at all because the needles arent removable.
Whatever the case may be, just draw the desired amount and you're good to go.
