They may be doing it for the wrong reasons but I do agree with the new guildlines.

To be fair, blood pressure meds are so cheap that I don't think that the financial incentives were very important for this decision. Having your blood pressure as low as possible without suffering from side effects (like dizziness, palpitations, nausea) has always been beneficial from a health standpoint. This fact is now represented by thew guidelines, so I think it's a good thing.
