i dont think you can send cash in that manner you have to send it in the form of a crypto currency.

So I would have to buy bitcoin first and then send out bitcoin?

yes or any other crypto currency that your intended receiver also had. but bitcoin is the most popular and probably the safest bet right now (that is my novice opinion)
